The browser decodes the SVG image and writes its visible pixels into a new PNG file. A different container can improve compatibility and provide destination-format features, but it cannot recreate detail already removed by earlier compression.
Choose a format for its purpose, not because conversion can add missing quality. Lossless output preserves the newly written pixels; lossy compression generally makes a smaller file by simplifying visual information. Check fine text, sharp edges, colours and transparent areas in the result.
